As for corruption at a local level, I don't know how your system of local government works, but here we vote for our local council reps and ours are sooo corrupt that the corruption watchdog have had to raid the council chambers, confiscate computers and records and our council is now being run by administrators. They have had a nice little racket running for years. The property developers pay the council bribes, and the council approves their applications.
