My opinion is the same. I am convinced that this is the reason why he reuses to release college records or his birth certificate. He was created from the ground up and has been guided and supported all along the way by some interesting "investors". That probably explains his narcissistic arrogant attitude too.
It is run by the Military and the military has no jurisdiction over American citizens on U.S. soil. They are sworn to protect and defend the Constitution therefore they will follow that oath, no matter what BH0 says, it will be an unlaw order, therefore, they have every right to disobey it.
